The eUniv has participate in the Round Table about the legal conflict situations about art treasures, that took lace on march 18th 2021 and was organized by the Research Group in Medieval Studies “Espai, Poder i Cultura”.

The debate was presented by the Vice-Dean of the UdL, Dr. Joan J. Busqueta, and was moderated by the director of this research group, Dr. Flocel Sabaté, who is the President of the Societas Historicorum Coronae Aragonum.

The guest speakers were Dr. Geraldine Mallet, from the University Paul Valéry of Montpellier, Dr. Xavier Barral, from the University of Rennes, Dr. Carme Berlabé, curator of the Museum of Lleida, and Dr. Marc B. Escolà, as Director of Fiter and Rosell Chair in Legal and Political Sciences of the eUniv, who approached the conflict situations regarding of specific legal protection of museums and artcollection around the glove.

More than one hundred people, specialists in the field of artistic heritage, doctoral candiadtes and university students, coming from France, Catalonia and Aragon, followed the event live, and had, as well, the oportunity to ask their questions to the speakers at the end of the deabte.

The eUniv and Microsoft have reached an agreement by which students, teachers and administrative staff will have free access to Portal Office 365 Education

he agreement between the eUniv and Microsoft will allow working online with the Office 365 Education tools, that include Word, Excel, PowerPoint, OneNote and Microsoft Teams. This is a free service for all members of the university community. They will be given a personal email account and whose credentials will allow them to enter to Office 365 services.

The Andorran university has come to an agreement by which the foundation will join as associated center

On January 1^st, the European university (eUniv) and the Fundación para el Desarrollo de la Investigación en Ciencias de la Salud (FUNDEFICSA) sign a covenant of association by which the foundation of the health sector will be part of the eUniv as an associated center.

The Vice Dean of Continue Training and university Extension of the eUniv, Dr. Luis G. Jiménez, and ECAS’ president, Dr. Rafael Arán Suau, showed their satisfaction with the capability of extending the training offering to health professionals. In this sense, the covenant establishes that FUNDEFICSA will be able to implement different trainings.

FUNDEFICSA is a foundation created in 1987 with the objective of offering the best training opportunities to companies and professionals in the field of health. Since then the foundation has trained more than 20.000 students through several programs (on-site and on-line). Besides, FUNDEFICSA has also a huge experience in organizing sectoral congresses, presentations and specialized meeting in the field of health.

The university based in Andorra will incorporate he school of professional education as an associated center to offer studies based in the financial and real state field

On January 1^st, the European university (eUniv) and the Escuela de Criminología Aplicada y Seguridad (ECAS) signed a covenant of association by which the school of professional education becomes part of the eUniv as an associated center.

The ViceDean of Continue Formation and university Extension of the eUniv, Dr. Luis G. Jiménez, and the ECAS president, Mr. José Ramón Fernández Dieguez, expressed their will of promoting the professionalization of the real state sector. In this sense, the covenant establishes that ECAS will be able to implement several certifications.

ECAS is a school of professional education based in subsidized and university education; specially, in post degrees for different sectors. ECAS has been offering its formation since 10 years ago, in coincidence with the implementation of the Bologna Plan. In the year 2020, ECAS join GRUPO BEST to create a regulated training for the financial and real estate sector.

The signing means a new step to make Sant julià de Lòria become the parish of knowledge and investigation

The dean of the European university (eUniv), Antoni Noguero, and the mayor of Sant Julià de Lòria, Josep Majoral, have signed this Thursday an agreement of collaboration. Majoral has asserted that “this agreement is a one more step so that the parish can become a university city”. Noguero, on his behalf, has announced that with this agreement, the eUniv will contribute to the achievement of the university city. The covenant regulates a relationship between the City Council and the university based in the cooperation in education and research.

The eUniv’s dean has stated that the purpose is to collaborate in the internationalization of the parish in the field of education, especially regarding the TIC’s sector, which is at the time in expansion, as it has been seen during the pandemic. The cooperation does not include any provision nor economic importance, since it is of institutional nature. The university has, as well, asked to the town City Council “our initiatives”, such as academic events or PhD presentations, “to be broadcasted to the parish through the communication mechanisms that already exist”.

The European University has also proposed several initiatives, which the City Council will evaluate, such as making the Quality Agency of Higher Education of Andorra (AQUA) to settle in the parish or making possible the arrival of the Summer Catalan University (UCE), which is currently taking place in Prada de Conflent.

Both institutions have reached an agreement to promote cientific and doctoral investigation

J. H. Newman Doctoral School from the eUniv and Public Relations High School (ESRP) from the UB have stablished an agreement of academic cooperation with the objective of driving cientific and doctoral reserach in the fields of Communication, Advertising, Public Relations and Marketing.

The planned activities will be integrated in Max Weber’s Chair, due to its specialization in the fiels of Economic and Social Sciences, and will be organically identified as the European Observatory of Communication, Advertising, Public Relations and Marketing (OEC).

Under this agreement, ESERP teaching staff will be able to access the Doctoral Programme of the eUniv and integrate to OEC’s line of doctoral research, being part of the doctoral procedure body, direct doctoral degrees, participate in OEC’s scientific meetings, propose the publication of scientific articles and reviews or apply for docotoral and postdoctoral scholarships and finance.

En virtut d’aquest conveni, el professorat de l’ESRP podrà accedir al Programa de Doctorat de la eUniv i integrar-se a la línia de recerca doctoral especialitzada de l’OEC, formar part dels òrgans previstos en el procediment doctoral, dirigir tesis, participar en les convocatòries científiques de l’OEC, proposar la publicació d’articles i ressenyes científiques o sol·licitar beques i ajuts a la recerca doctoral o postdoctoral.

The name of the historic catalan writer leads the Catalan Philology chair

Ms. Adelais de Pedrolo, daughter of Manuel de Pedrolo and president of the foundation that has his name, has expressed to the eUniv her personal and institutional gartitude due to the decision of dedicate the Catalan Philology chair to his father’s memory.

Takeing this decision, the eUniv has wanted to clearly manifest its recognition to the life and work of Manuel de Pedrolo, a testimony of an incorruptible freedom and a true service to the catalan lenguage and culture.

Aranyó’s castle, where Manuel de Pedrolo was born, is currently a property of an Andorran family.

The European University will cooperate with the foundation in order to promote activities and events

The eUniv has stablished and agreement of collaboration with Arnau Mir de Tost Foundation with the main objective to enable the broadcast of both activities and events from both institutions to its respective communities.

Arnau Mir de Tost Foundation’s main scope of action is the defense and promotion of Vall d’Àger’s natural and cultural heritage, as well as the broadcast of the historic figure of Arnau Mir de Tost, who has been specially related to this territory, and Valls d’Andorra too.

Its current president is Dr. Francesc Fité, El seu actual president és el Dr. Francesc Fité, emeritus professor at the University of lleida and Academic Senate member of the eUniv.

The agreement also covers the cooperation in PhD research projects through Arnau Mir de Tost Arts and Humanities chair from the eUniv.

La universitat conforma la Junta i el Senat Acadèmics i nomena com a Rector al Dr. Antoni Noguero.

El passat 21 de febrer es va dur a terme l’Ordenament dels Actes de Constitució dels Òrgans Acadèmics de la Universitas Europaea (eUniv). L’acte, que es va dur a terme a l’Auditori Nacional d’Andorra (Ordino) i que va començar a les 12h, va comptar amb la presència del Cònsol Major del Comú d’Ordino, l’Hble. J. Àngel Mortés, i la Ministra d’Educació d’Andorra, l’Hbla. Ester Vilarrubla.

La jornada va començar a les 11h amb la rebuda dels convidats a l’Auditori Nacional d’Andorra i, a les 12h, va començar la cerimònia amb la conformació de la Mesa, sota la presidència de l’Administrador, el Sr. Anton Miret. Al llarg del matí es van conformar també la Junta Acadèmica, el Senat Acadèmic i es van nomenar els càrrecs de les Secretaries dels centres acadèmics i de les Direccions de les Càtedres, així com les seves Secretaries.

La cloenda de la jornada, a càrrec del Rector de la Universitat, el Dr. Antoni Noguero, va tenir lloc a les 13:30h, moment en què els assistents van cantar l’himne universitari Gaudeamus Igitur. Finalitzat l’acte, es va celebrar el dinar de commemoració al restaurant de l’Hotel Coma d’Ordino.

La jornada sobre l’impacte de la gestió dels residus de la COVID-19 ha congregat més d’un centenar d’espectadors i 18 ponents d’administracions catalanes i andorranes  diverses, així com entitats professionals i acadèmiques.

El primer acte de la Universitat Europea (eUniv), la jornada “L’impacte de la COVID-19 en la generació de residus a Andorra i Catalunya”, va reunir més de 100 espectadors i 18 ponents durant les 4h en què es va desenvolupar l’acte. L’objectiu era posar en comú la problemàtica en la producció i en la gestió de residus generats per la pandèmia. També es va posar de manifest que és menester cercar solucions adients i més sostenibles per al tractament dels mateixos. La participació activa de l’Administració catalana i andorrana (Secretaria d’Estat d’Agricultura i Sostenibilitat del Govern d’Andorra; Diputació de Barcelona; Àrea Metropolitana de Barcelona; Consorci per a la Gestió dels Residus del Vallès Occidental i Agència de Residus de Catalunya) i de les entitats professionals i acadèmiques (Il·lustre Col·legi de l’Advocacia de Barcelona i Centre d’Estudis de Dret Ambiental de la Universitat Rovira i Virgili) va permetre finalitzar l’acte amb les observacions següents, a tall de cloenda:

1. Atès que la declaració de l’estat d’alarma desencadena l’inici de la pandèmia, es generen menys residus municipals; disminueix el percentatge de recollida selectiva i s’incrementen notablement els residus sanitaris, així com també els residus derivats de mascaretes, tovalloletes, guants, vasos, coberts i, en general, tots aquells residus desfermats dels materials d’un sol ús i generats a les llars.
2. Durant la pandèmia, es constata un increment d’envasos lleugers. Malgrat la disminució de residus municipals, és detectat, tant a Andorra com a Catalunya, un bon comportament ciutadà; la tendència a recórrer a la recollida selectiva no ha minvat.
3. Les raons del descens de residus municipals estan vinculades a la disminució de l’activitat econòmica. Són claus tots els sectors de l’activitat empresarial i, especialment, els de la restauració i l’hostaleria. Endemés, la disminució del turisme (que esdevé pràcticament inexistent a molts indrets) ha influït en la reducció de la generació de residus a Andorra i a Catalunya.
4. Una de les preocupacions comunes a totes les entitats gestores i administracions andorranes i catalanes ha estat la protecció dels treballadors encarregats de la gestió de residus. S’han implementat mecanismes de protecció molt restrictius, per tal de garantir-los la seguretat i, alhora, amb la finalitat d’assegurar la continuïtat dels serveis a la ciutadania.
5. S’han impulsat campanyes de comunicació, amb l’objectiu de fer saber a la ciutadania l’indret on cal dipositar les mascaretes i els productes d’un sol ús que es produeixen a la llar, arran de la pandèmia.
6. S’han exposat iniciatives diverses per tal de combatre una millor gestió dels residus generats per la pandèmia i, particularment, s’ha exposat una experiència consistent en la recollida selectiva d’aquests residus, provinents de les residències per a la gent gran. S’ha constatat el seu elevat cost i la dificultat per a enfrontar-s’hi.
7. Les administracions i les entitats gestores de residus han manifestat llur estreta coordinació, i també la col·laboració mantinguda durant la pandèmia. Aquesta relació ha comportat beneficis per a tots, ja que el trasllat sistemàtic d’informació ha facilitat l’adopció de decisions més raonables i consensuades, amb la finalitat d’encarar les dificultats de la situació complexa en què ens trobem.
8. La normativa que ha entrat en vigor amb motiu de la pandèmia i, en especial, el Decret llei 26/2020 (el qual modifica el Decret 27/1999, de la gestió dels residus sanitaris a Catalunya), així com l’Ordre SND/271/2020 i la disposició addicional segona del Reial Decret a l’Estat espanyol han comportat l’obligatòria adopció ràpida de mesures excepcionals, per part dels agents implicats en la gestió de residus. Tot i així, s’han produït inspeccions policials en plantes de tractament que, en ocasions, han comportat la incoació, a instància del Ministeri Fiscal i de Diligències Prèvies penals. La raó d’aquestes actuacions té la seva visibilitat en l’absència de consideració, per part de la policia judicial, quant a la modificació normativa que compatibilitza els residus no sanitaris vinculats a la COVID-19 amb la possibilitat que aquests mateixos siguin gestionats com a fracció resta (residus municipals i assimilables).
9. Tots els ponents expressen que és imprescindible instrumentar mecanismes de seguretat jurídica. Per aquestes raons, cal escatir aspectes de la normativa vigent de la gestió dels residus i, en cap cas, no es pot traslladar la totalitat del conflicte a l’agent últim (els gestors dels residus).
10. La conclusió general de totes les intervencions ha reflectit la necessitat d’intensificar les campanyes d’informació i comunicació veïnal, per a modificar hàbits de consum de productes d’un sol ús i, consegüentment, poder assolir els objectius fixats a la normativa comunitària, estatal i autonòmica.
11. És necessari comptar amb la complicitat de la ciutadania per a restablir l’economia circular dels residus, tenint en compte la seva jerarquia. Paral·lelament, és imprescindible vetllar per la restauració de la confiança mútua entre les administracions i la resta d’agents socials.

Aquesta és la primera activitat acadèmica que organitza la eUniv des de la seva creació, el passat mes de febrer, i coincideix amb l’inici del curs acadèmic. La Càtedra Fiter i Rosell de Ciències Jurídiques i Polítiques de la universitat és l’òrgan que ha impulsat aquesta jornada. La directora d’Estudis Mediambientals de la eUniv (Dra. Conxa Puebla) destaca: “volem fer moltes coses i fer-les molt bé, i per això pensem que un acte com aquest, amb la participació de tantes entitats, és una bona carta de presentació”.

La eUniv compta amb 5 càtedres de recerca que integren el seu programa de Doctorat, gestionat per l’Escola de Doctorat John Newman. A més, la nova universitat imparteix 5 bàtxelors oficials (l’equivalent a Espanya del Grau universitari): ADE, Dret, Informàtica, Humanitats i Llengua Catalana. El rector de la eUniv, el Dr. Antoni Noguero, assegura tal fet: “la presència tant de les Humanitats com de la Llengua Catalana, en els nostres estudis, és un compromís estructural; una declaració de principis”.
